建议增加系统标签功能，系统标签可被所有项目使用，项目标签仅在项目内使用

背景：一般而言，一家公司项目管理中使用的标签相对固化。当前标签管理仅能在项目内部使用，不同项目均需要配置各自的标签。

即标签管理应该支持各个项目内部的定制化需求，也应考虑统一性的需求
