I've noticed a long time ago that the author name bilal2453 and Bilal2453 are not in fact the same, even though they refer to the same GitHub user. For example, bilal2453 has one package, while Bilal2453 has 5, and GitHub Bilal2453 and bilal2453 both refer to the same user.

This is not a bug report per se, but I wasn't sure if it is the intended behavior. And in case if it wasn't the intended behavior is it viable to fix/change it now?
