In the docs for the arguments setting, it says "To make a RabbitMQ queue mirrored, use: {"x-ha-policy" => "all"}". This no longer works as of RabbitMQ v 3.0 as this method of enabling queue mirroring no longer works (see http://www.rabbitmq.com/blog/2012/11/19/breaking-things-with-rabbitmq-3-0/).
