Property selection menu cut off

What Happened?

If I create a block property with a selection menu (such as when the property type is "text" and you have multiple options ot select from), and the screen is scrolled so that the block is at the bottom of the screen, the selections don't show.

Reproduce the Bug

See above.

Expected Behavior

Instead of the selection menu popping up below the bottom of the screen, it should adjust so that it appears above the block, allowing all selection options to be viewed.
