To comply with this Telegram announcement: https://t.me/BotNews/96 it is necessary to create a /privacy command that returns the bot's Privacy Policy and details what data it stores, how it collects it, and for what purpose.

At https://telegram.org/tos/bot-developers#4-privacy are the Terms of Service for bot developers.
