auth failure on outbound trunk causes invite flood

First off, thanks for making LiveKit. Initial impressions look really good.

I've been setting up a livekit server + SIP integration and I got the password wrong for the outbound trunk.

When creating a SIP participant, the livekit SIP server than continually tried to authenticate at a rate of over 1000 cps. As the password was wrong the downstream SIP server responded with a 401, but the livekit server would re-try. The only way to stop it was to delete the room.

This could potentially overload systems. I'm not entirely sure if it should re-try on a 401, but it should at least re-try at a more sensible rate.

Actually this seems to be fixed in the master branch, sorry for the noise
