Replaced deprecated es-dev-server with web-dev-server

As suggested in this ticket I updated the project to use the web-dev-server instead of the es-dev-server. As per the documentation of web-dev-server I created an external configuration file instead of the doing everything via the package.json

• The email used to register you as an authorized contributor must also be attached to your GitHub account.
