Alt+' custom shortcut behaves like "Cycle through open windows" (Alt+TAB), but without the cycling. #12524

Bug description

I've bound the custom shortcut Alt+1 to Launch (Gnome) Terminal. However, it's inconsistent, sometimes it works as intended, sometimes it behaves like Cycle Through Open Windows (Alt+TAB) but without the cycling (it stays in the current window, showing only its thumbnail in the preview).

Steps to reproduce

  1. Bind Alt+' to Launch Terminal
  2. Press the shortcut

Expected behavior

Launch terminal. (Or: execute the custom command)

Additional information

  1. It's a laptop. CPU: Intel Celeron 3205U (2) @ 1.500.
  2. The bug is inconsistent: sometimes it happens on a fresh boot, reboot, after a suspend, sometimes randomly through a session.
  3. Binding the shortcut again through System Settings>Keyboard>Shortcuts restores the expected behaviour.
  4. Restarting Cinnamon is inconsistent: sometimes it corrects the issue, sometimes it does nothing.
  5. Binding Alt+' to other commands besides the terminal presents the same bug.
