Feature Request: possibility to include deployment annotations for control plane

What problem are you trying to solve?

The control plane needs to have custom deployment annotations so that they ca be read by external controllers and restart them. Concrete example: the control plane needs to be restarted when the linkerd-trust-anchor is rotated.

How should the problem be solved?

Adding annotations on the control plane's helm templates allow the user to add annotations required.

Any alternatives you've considered?

Adding annotations manually in the cluster.
