failed to install laravel installer

why i can't install laravel installer ?

Installation failed, reverting ./composer.json to its original content.

[RuntimeException]
Could not scan for classes inside "C:\Users\......\Composer\vendor/symfony/polyfill-php73/Resources/stubs" which does not appear to be a file nor a folder

Is it just me ?
Clean composer cache, still have same problem.
