FIPS-140 Support for Cloud Manager

Description

Cloud Manager needs to be FIPS-compliance

Details how Golang has to be configured and (if relevant) how involved crypto-libs have to be evaluated:

Tasks:

• Condifure build pipelines to supprort FIPS
• Review lib-dependencies and check if FIPS non-compliant libraries were used.

Running commit #1516 which produced
