Purpose of change
It could bring a common expected feature common from 3d animation software to SFM.
It could solve a reason of frustration of animators with more experience.

Testing
First we use the Screen Manipulator to change the pivot.

In other 3D animation programs, it not only allows us to change the place around which we rotate an object, but it also changes the place from which the scaling is performed.

Additional context
While trying to write about one of the 3d animator beginner exercises, the bouncing ball, i've tried to utilize you add-on to teach about squash and stretch. The proposed change could help a lot since as it currently stands, it is simply non-intuitive and takes a lot of time to apply squash and stretch, even on small projects.
