Problem:
The description of options is old. For example, --rotate-server-certificates is undocumentd and --feature-gates includes deprecated options.

I manually edited the content and created PR #12332 before. At that time, I tried to find out how the contents is generated and concluded necessary changes has been made, but it was wrong. The contents is still old though it was regenerated.

I don't know where to fix. There might be the same problems in other auto-generated contents.

Proposed Solution:
The source of auto-generated contents is updated and the page is regenerated.

The page was manually edited in #13586. It will be overwritten at the release of 1.15, right?
