cmd/kubectl: support execution tracing #130500

The execution tracer is useful for identifying concurrency bottlenecks and understanding off-CPU time, such as networking, with high-resolution data not captured by the other Go runtime profilers. Add support for running kubectl with the execution tracer, enabled by passing the --profile=trace flag. This will make it easier to debug kubectl latency issues.
