I found two issues - fixed one, left the other because it's been around forever.

I'll perform a release of GLBC tonight and create a PR to update the manifest in k8s.

kubernetes/kubernetes#50096 didn't blow up tests, so I'll cherrypick to 1.7 and let it soak for a few weeks before 1.7.4.
