[BUG] Cleanup references to same and notSameLabels once Tenancy API is finalized

What happened:

We are replacing same and notSameLabels with our new TenancyAPI in #122. We removed the old API here: #196. There are still some spots we need to cleanup once we know how to acheive tenancy in new API. These are:
