What do you want to happen?

Kubebuilder uses : https://github.com/brancz/kube-rbac-proxy/releases
We need to build the image and add that in the gcloud and as a follow up upgrade the scaffolds.

I just generated the image v0.9.0 with : #2578

We also need to document it in the Contribution Guide.
