Revert csi to v0.3.0

kubernetes 1.12.x only supports v0.3.0
current versions in Gopkg.toml causes version conflict when
importing this project

We can't go back to 0.3.0 in this repo. A lot of code in it is based on 1.0.0.

I assume you are trying to vendor csi-common? Please note that:

• csi-common is no longer maintained. You should rewrite your driver to not depend on it. See for example Removed csi-comman package dependency kubernetes-csi/csi-driver-host-path#9
• in the meantime, you can lock the drivers repo onto an older release which still used CSI 0.3.0

maybe we should changing the kubernetes to 1.13? the master versions (kubernetes 1.12/spec 1.0) should break other dependent projects:)
