[Feature Request] mxnet-operator not available by default in kubeflow

Hello,

Thank you for working on mxnet-operator for kubeflow. I see that mxnet-operator is not installed by default in Kubeflow. If it is available by default, it would help users of MXNet on Kubeflow to start using it out of the box.

I see that TF and PT is available by default - https://github.com/kubeflow/kubeflow/blob/master/scripts/util.sh#L80

@sandeep-krishnamurthy Thanks for bringing this up. We are also tracking this in kubeflow/kubeflow#4805.

@sandeep-krishnamurthy The scripts has been deprecated. We need to add to manifests. Before that, I think there's a few things to do, like adding v1 examples, build v1 images, etc. Once these dependencies are clear, we are good to go. API level I think is mature enough.
