gaelg: NLP resources for Manx Gaelic 

The main things of interest here are:

(1) the Manx lexicon focloir.txt
(2) the bilingual mappings in gv2ga.po that are used in the
development of the gv2ga MT engine (for which, see
https://github.com/kscanne/caighdean) and a print dictionary
(3) the upstream sources for the Manx Universal Dependencies corpus, in ud/
