[V3] Tenant Commands #1

Implement all of the tenant commands

register-tenant-handler, unregister-tenant-handler, register-tenant, reload-tenant, unregister-tenant

Figure out if any inputs are needed/add validations
Figure out responses, if theres a json response create the response struct
Create the methods
