Consider inheriting logic from logging.handlers classes

logging.handlers.MemoryHandler, logging.handlers.HTTPHandler, and logging.handlers.QueueHandler contain logic that seems appropriate for use in this package. CloudWatchLogHandler could use these as mixins and conditionally activate and call that logic, or regularize the calling APIs with the conventions used in those classes where appropriate.
