Summary
사용자의 서비스 이용 편의성을 고려하여 기존 모든 사용자에게 2단계 인증(OTP)을 강제하던 정책을 변경하고자 합니다.
일반 사용자는 OTP를 선택적으로 수행할 수 있도록 합니다.
운영진 이상의 권한을 가진 사용자는 OTP 인증을 의무화합니다.
