Unsuccessful Convoy Disables Unit Placement at Destination

Bug report

Failed convoy to Norway because fleet moved
Can not place unit in Norway even though it is unoccupied

Expected behaviour

What did you expect to happen?
Able to place new unit in Norway at end of the year

Actual behaviour

What happened instead?
Unable to place new unit in Norway

Steps to reproduce

My orders that year which was not affected by other players
England:

Diplomacy
The fleet at Denmark hold.
The army at Edinburgh move to Norway via convoy. (fail)
The fleet at North Sea move to Heligoland Bight.
The fleet at Norway move to St. Petersburg (North Coast).
The army at Sweden support hold to Denmark.

This is not a bug. England can only build in its home centers, which are London, Edinburgh, and Liverpool.
