Add certification archiving process

• For orgs that no longer operate we should have a way to archive but not delete organisations

• Archived orgs are still linked to certs and courses by not listed in

[jvdkwast]

Maybe a good way is to add a "deactivate organization" button to an organisation's profile page? Then the organisation will not be visible anymore and go to an "archived organisations" page that needs to be added.
