This ticket is to make licensing info in this repo consistent with our other projects.

This includes:

  • Adding LICENSE.txt
  • Setting up a script that updates the license change date as part of release procedure
  • Adding license headers to all source files
  • Adding a linter that ensures that license is present in all files going forward
