Add a command for using cargo-dist

• The command should add cargo-dist configuration to Cargo.toml and generate cargo-dist's release workflow.
  • How easy is it to do this programmatically/noninteractively via cargo dist?
• The command should also enable using cargo-bundle-licenses:
  • Create an initial THIRDPARTY.toml file
  • Add a job to test.yml for checking for updates to THIRDPARTY.toml
    • cf. Need better developer experience when Dependabot version updates are involved sstadick/cargo-bundle-licenses#27
  • THIRDPARTY.toml should be included in cargo-dist's release artifacts
