What steps will reproduce the problem?

  1. Set --losslevel=200 without --monochrome

What is the expected output? What do you see instead?

Foreground BW layer should be compressed, but lossless compression is used instead which results in large file size.

It is true that --loss-level has no effect without --monochrome, but this is documented, and would be rather difficult to fix.

This does not directly address your concern, but anyway:
In 25c0daf I made it so that --loss-level is no longer silently ignored without --monochrome.
Instead, the program exits early with an error.

The aforementioned change was included in pdf2djvu 0.8.
