support checking SNAPSHOT against Apache snapshots area #141

#140 permits checking during VOTE
with SNAPSHOTs support, we could check against SNAPSHOTs published to https://repository.apache.org/content/repositories/snapshots/ and discuss before even starting a vote

testing #140 with snapshot shows that it does not work yet: need to refine why...
