Rename header "Feature Policy" to "Permissions-Policy"

According to sereval security audits, the "Feature Policy" header is obsolete and the new name is "Permissions-Policy".

This does not seem to be supported in all major browsers yet: https://caniuse.com/permissions-policy. Feature policy on the other hand is at least partially supported.
