Water placeable on top of Oil in Fulgora

Describe the bug
Water is placeable on top of the Oil in fulgora then you can add landfill to said water, nothing like that shouldnt be possible without foundation that is very late game.

How to reproduce
Steps to reproduce the behaviour:

1. Add Water tile from this mod
2. Add Landfill on top of said Water
3. Place anything placed upon that-
4. See error

Multiplayer
If playing in multiplayer and you experience a desync, please upload a copy of your desync report.
No Desync, its been fine, there might have been problems very early on but I havn't noticed those past day 1.

Additional context
Make it impossible to place in Vulcanus/Fulgora without foundation underneath, Gleba is fine.
