[Bug]: Ice Bar appears and will not disappear when using "Show on hover" with a delay set to 0

Description

When the "Show on hover" setting is enabled, and the "Show on hover delay" advanced setting is set to 0, the Ice Bar sporadically appears and will not disappear without manually dismissing it.

Steps to Reproduce

1. Enable "Show Ice Bar" in General settings.
2. Enable "Show on hover" in General settings.
3. Set "Show on hover delay" to 0 in Advanced settings.
4. Repeatedly hover over the menu bar.
5. At length, the Ice Bar will refuse to disappear.
