Consider sortpom maven plugin to get checkstyle like functionality on our poms

Enhancement Description
The sortpom maven plugin at https://github.com/Ekryd/sortpom

Can be used to both verify (checkstyle like) and sort/organize the entire pom.
This would make the poms more consistent across all multi-modules, and also across branches of Jetty.
The sort logic would also benefit us in having a consistent organization of our poms.

I tried spotless-maven-plugin with sortPom and find it convenient.
