Make all tests pass on Windows #3121

A majority of the tests that are not run on Windows are that way because of the way |
How to know which ones need "slashing up" and which ones are deeper issues? Is it just a case of diving in or are there some pointers for what to look for? |
Pretty much. Most of the remaining ones are deeply connected, though, so fixing one probably necessitates fixing a bunch of other ones. |

What is the current behavior?
We skip a lot of tests on Windows.
What is the expected behavior?
To fully (or as much as possible) support Jest on Windows.
@wtgtybhertgeghgtwtg is already making some awesome work to make that happen.
This issue is created to have a track on what's left to fix.
