Martinique flag has changed

A new flag of Martinique (🇲🇶) has been voted on 2nd Feb 2023. Is it possible to reflect it ?

Quebecois commonly use this codepoint because of the snake flag's resemblance to the flag of Quebec. If this is being changed, we should add the flag of Quebec as a proper tag sequence like UK countries have.

For what it's worth, Noto Color Emoji now uses the current flag of Martinique: https://github.com/googlefonts/noto-emoji/releases/tag/v2.042

They also do include the flag of Quebec in the repo, though I can't tell if they actually output it in the OpenType font (which is less of a problem here, as this project does not ship font files).
