Option to start from text visible in current viewport? Ability to "scrub" through text using progress bar?

It would be handy to start (or restart) a document half way through it, but currently one can only start from the beginning or has to manually select the text to be displayed first.

How about the possibility of an option to start at the text currently visible in the browser viewport?

Also, at the same time, the thought arose regarding the possible benefit of of being able to use the mouse cursor/a finger on the progress bar to click and drag to scrub back and forth through the position of the text being displayed.
