Feature Request

Ionic Info
Run ionic info from a terminal/cmd prompt and paste the output below.

Ionic:

   ionic (Ionic CLI)          : 4.0.0-rc.11 (/usr/local/lib/node_modules/ionic)
   Ionic Framework            : @ionic/angular 4.0.0-alpha.11
   @angular-devkit/core       : 0.7.0-rc.2
   @angular-devkit/schematics : 0.7.0-rc.2
   @angular/cli               : 6.0.8
   @ionic/ng-toolkit          : 1.0.0-rc.11
   @ionic/schematics-angular  : 1.0.0-rc.11

System:

   NodeJS : v8.11.1 (/usr/local/bin/node)
   npm    : 5.6.0
   OS     : macOS High Sierra

Describe the Feature Request
Please provide a functional that allows to work with the development of the application without a constant change of port and constantly opening a new window in the browser after running the command: ionic serve
This behavior works well in the angular

@vadost Sounds like a bug more than a feature request. Could you copy/paste the CLI output of running ionic serve a few times?
