Add i18n, tracing, roadmap and evangelism working groups #911

Mostly just chartering and solidifying groups that already exist

I do need some volunteers for the roadmap working group. The work is happening but it has mostly just been me :)


Its responsibilities are:
* Collaboration with V8 to integrate with `trace_event`.
* Maintinence and iteration on AsyncWrap.

this is the third document i've misspelled this word in this week. sigh
