Allow to mark devices or bridged devices as "errornous" in UI for user to check during runtime

follow up issue of issue #198

If a iobroker device will be deleted which is used as a iobroker matter device the user will not be informed during runtime. A restart of this iobroker matter device is necessary that it will be detected that the source is not available any more.

steps to reproduce

• ioBroker device created and ioBroker Matter Device created on its basis
• ioBroker device deleted -> no reaction in the Device tab, not even with F5 (will be followed up in issue tbd)

Think about it, if it is possible, that the user will be informed during runtime of this problem without the need of a restart of the device.
