Admin: registrar dropdown is not searchable

create new invoice view in admin
does not allow user to search for the registrar from the registrar dropdown - user has to scroll to the registrar and select registrar with the mouse.

in other views like invoice listing its possible. Lets add this comfort feature to the create invoice view as well
