[CI] Manually bump igc-dev again (#16649)

The old artifact expired so we
[can't](https://github.com/intel/llvm/actions/runs/12795141909/job/35671838689)
download it anymore, which we need to do because I updated a script
which causes the containers to be rebuild.
