What are the relationship and differences between bigdl and openvino?

I found that both of them are introduced by intel and help people to optimize llm so that the models can run on PC with intel cpu/gpu, but what the differences about bigdl and openvino? do they optimize the models in different ways? why do intel needs two projects on the same objective?
