Note the missing comma. Something (isl?) just ignores the second part.

Yep, that's an ISL bug:

>>> import islpy as isl
>>> isl.BasicSet("{[i]: 0<=i<10}{[j]: 0<=j<10}")
BasicSet("{ [i] : 0 <= i <= 9 }")
