Gif doesn't play on Web

Gifs no longer seem to animate, rather displaying an individual frame.

Reproduction steps

1. Go to main photos page
2. (If no gif uploaded) Drag and drop demo Gif to server
3. Refresh page after upload complete
4. Click to view gif on Web
5. Gif should animate at large view. However dies not at this point
...
