Discourage (or at least clarify) manual requests for IETF LC reviews for teams that have the automatically request review option set. #8113

The review tool asks most review teams to review every document that goes into IETF last call. Manual requests for IETF last call to these teams is usually a mistake. Warn a requester making such a request.

Perhaps label teams on the request page if they automatically get IETF LC requests.

The current review request page already automagically suggest proper review type, but unfortunately we allow review requested to change it.

I propose we change the review request page from:

to

Image

or

Telechat, as document is in telechat agenda

or

Last Call, as document is in IETF last call

I.e., we would remove the ability to change the type, and use the current code that already picks the type based on the state of the document.

Do you think this would solve the issue of asking wrong reviews, as it would be clear that you can't request last call review, as document is not in there yet. In addition to that we could add some character like '†' after the directorates that has automatic suggestion for reviews, and add text at the end saying '† signifies that review team will review documents during IETF last call or telechat automatically.'
