Allow chairs to add/edit "Action Holders"

The DT allows ADs to set/remove/etc "Action Holders" (see attachment). This is super useful (thanks), but it would be even better if the chairs also had an "Action Holders" section (either the same as the AD one, or, better yet, a new one just for them)

E.g: After WGLC chairs often want to mark that the authors are holding the pen, etc.

This was discussed on an IESG call, and there was good support for asking for requesting this.
