Add documentation for how to use Serverless Dev Function

Add documentation on how to use sls offline, as well as deploying to a dev function, to simulate a prod environment. Using a dev lambda function can help test out the code after compiled in a different environment.

Create a separate serverless.yml file for prod and dev deployment. We can test out deployments in this staging server, and use our prod config for prod deployment.
