Exclude by IP address does not work properly with full page caching

We need to apply the exclusion in our data collection request or at the aggregation step.

This comes with a set of challenges as most users should be on the "optimized endpoint", which doesn't have access to the WordPress environment and knows little about the directory structure. We'll probably have to write the excluded IP addresses to a file somewhere and then modify the optimized endpoint file so it knows where to find the file.
