Is there a reason not to switch to the latest golang version? go1.13 is 2 years and 10 months old and hasn't been getting security updates since 1 year and 10 months ago. Is there some form of golang update PR I could submit that would get merged?

Asking as appears previous attempt towards this stalled: #392
