Last year we had made a project tip4commit that allows to pay tips to OpenSource contributors. I thought of implementing the same idea for OSM, but the problem is that it's really hard to distinguish good and bad contributions since nobody verifies them.
Although it could work for your project! It could attract new contributors to the HOT Project and OpenStreetMap.

IMHO, compensation for contributors to OSM and other open data projects is a bit tricky and very different from compensating open source software contributors. See the discussion here.
This idea is probably more appropriate for another forum, such as one of the OSM mailing lists or IRC channels.
